The Refuge was co-written and co-created by Sue Townsend, better know for her series of Adrian Mole books. Joining her on writing duties was Carol Hayman, who also appeared in front of the cameras as WPC Brenda Bollard. It starred Julia Hills, Lou Wakefield, and Louis Mahoney.
